As discussed in the player briefing:

As you all know, the game has been immensely successful in its first year, thanks to the fantastic quality of our players, and the efforts of our ST / AST team. This means we now have a solid group of regular players, and each session welcomes new players as well. While this is great and we are really excited to accept new people, the current downtime system has grown as a result and the levels of writing required has now become unmanageable.

The last two sessions generated 99 downtime actions, along with associated influence, retainer and contact actions, xp spends and additional stoof.

The ST team has taken the difficult decision to make some changes to the downtime system, to ensure we can keep giving you quality returns without burning ourselves out.

As such, from the February 2017 game onwards, each player will have two downtime actions instead of three.

We know that this isn't ideal for you, but we are keen to keep the focus on the sessions. Remember that feeding from herd is a free action, and that influence, retainer and contact actions can be separate from your two main actions.

Chronologically, the two actions will be split into 1st half of DT period / 2nd half of DT period.

We hope you will understand and support us with this change.
